New export controls imposed by the U.S. targeting China’s chip industry


The United States has initiated a new crackdown on China’s semiconductor industry, imposing export restrictions on 140 companies, including key players like Naura Technology Group, Piotech, ACM Research, and SiCarrier Technology. The goal is to impede Beijing’s chipmaking ambitions, particularly in areas relevant to national security and military applications. These measures aim to block China’s access to advanced memory chips, chipmaking tools, and equipment that could potentially support its military modernization efforts, as well as its AI development.

The package also includes restrictions on the export of high-bandwidth memory chips, critical for AI training, and additional curbs on chipmaking and software tools. Chinese companies such as Swaysure Technology, Si’En Qingdao, and Shenzhen Pensun Technology, which are associated with Huawei Technologies, will also face new restrictions. The move is in line with previous efforts by the Biden administration to hinder China’s semiconductor self-sufficiency drive.

China has condemned the U.S. restrictions, calling them economic coercion and non-market practices that disrupt global supply chains. Meanwhile, the U.S. is set to expand restrictions on Semiconductor Manufacturing International Co. and add investment firms that facilitate China’s semiconductor manufacturing capabilities to the entity list. The new rules will limit the export of chipmaking equipment from various countries to certain Chinese chip plants. The goal is to prevent these chips and tools from enhancing China’s advanced chipmaking capabilities, particularly in AI and military applications.
