New Jersey Advancements in Public Naming Legislation to Combat Terrorism
Trenton, N.J. — New Jersey lawmakers have advanced a significant piece of legislation aimed at prohibiting local governments from naming public property after groups or lands affiliated with federally designated foreign terrorist organizations. This bill reflects a concerted effort to ensure that public recognition does not extend to entities linked to terrorism.
Under the proposed legislation, municipalities, counties, school districts, and other governmental bodies are barred from naming public spaces—such as roads, bridges, schools, and parks—after any group or territory associated with recognized terrorist organizations, except for sovereign nations.
To facilitate compliance, the Division of Local Government Services, in collaboration with the Office of Homeland Security and Preparedness, will develop an official list of foreign terrorist organizations and the lands they control. This list will serve as a reference for local governments.
Moreover, the law mandates swift action: any existing references to foreign terrorist organizations must be removed within 30 days, and affected properties must be renamed within 90 days of the bill’s enactment. Although the state will reimburse municipalities for compliance costs, hefty financial penalties loom for noncompliance. The State Treasurer will be authorized to deduct daily fines from state aid allocations for any local government failing to meet these stipulations.
The legislation further empowers the Division of Local Government Services to adopt necessary regulations to enforce the provisions effectively. Overall, the bill aims to eliminate any public acknowledgment or support that may be construed as endorsing foreign terrorist groups, reinforcing New Jersey’s commitment to national security and community integrity.
